Hello! i have a question that bothers me deeply. i am hoping, maybe, to find my answer here.

When i was a child i had a friend, a good boy who moved to my country with his family from Russia.
because of his nationality he had been rejected and suffered from violent and humiliation. the other kids were evil to him because he was Russian.
i believe that those hard experiences that he had been through, harmed him in a way that damaged his life.
it is very hard for me to think that this experiences that he had are because of something that he did in his past or past life, or in other words that it is because of his bad karma.
i think, if for example, his parents would have stayed in Russia or found a better place to live in, he could have had a much better life.
i believe he was a good boy who had nothing really that could justify such behavior from the society, who maybe didn't do anything so bad in his past that should bring such a reaction.
i am wondering what is the truth, if those kind of experiences are because of bad things that someone did in his past, or maybe it can only be life circumstances, as a main factor which affects and shapes our experience.
in other words, is it bad karma from the past, or just simply bad luck?

It is the parent's fault for not mentally preparing the boy for the new society and situation. Without guidance from his parents, he did not learn how to defend himself.
